For this tutorial i would advise using a PSD. That way you can get the same results that im showing.
So i am going to use this PSD from Saruna.

Now look on the side where it shows your layers. And press CTRL >> Click. Your PSD should should have like moving dotted lines around it. Go to Select >> Modify >> Expand

You should now have box that popped up saying how much do you want to expand it. I choose 6. But you can change your to which ever you like then click OK. Your picture should still have the dotted lines around the person only more expanded. Now you can add in colors! by using the paint bucket tool. Choose a color you want it to be outlined in and then click in the expanded area. Your picture should now look like this.

To get the dotted lines off click the marquee button and click somewhere on the picture.
